John Torney, 40, faces court on one count of negligent manslaughter after Bates was found dead in Cobram in April

Prosecutors have upgraded charges over a woman’s death to negligent manslaughter and the state will have to pay some of the accused man’s legal fees due to delays.

John Torney, 40, faced the Shepparton magistrates court on Tuesday via video link over Emma Bates’s death earlier this year.
